Oksana Yoon is the Managing Director, Planning and Human Resources, at CIPE. In this capacity, she provides critical input into strategic planning efforts, ensuring the long-term success of CIPE projects. She also oversees the production of all CIPE reports and proposals to various donors, including quality control for content, process compliance, and adherence to donor requirements. Her work with the Human Resources department is focused on meeting all legal and regulatory requirements, as well as standards of best practice; she also leads a new strategic effort to enhance CIPE’s HR program to place an increased focus on career development, staff recognition, and retention. Working with the Evaluation department, she is ensuring high-quality evaluations that meet or exceed all donor requirements and reflect CIPE programmatic impact.
Prior to joining CIPE in 2001, she was an educator both in Russia and in the United States. At CIPE, she started in the Eurasia/Europe regional department working on programs in Russia, Ukraine, and the Caucasus. In 2008, she led the formation of the Program Coordination Unit that worked across the entire organization on ensuring successful planning and implementation of CIPE programs.
She holds a BA in English and German from the University of Novosibirsk, Russia, and an MA in International Commerce and Policy from George Mason University. She is also a graduate of the US Chamber Institute of Organizational Management and holds PMD Pro certifications.
