Corruption Risk Assessment: Humanitarian Aid in Ukraine

Immense amounts of humanitarian aid continue to flow into war-torn Ukraine and CIPE is working to help gauge and curb associated corruption. Findings by CIPE’s Center for Anti-Corruption and  Governance (ACGC) indicate corruption risk levels may be lower than many anticipate, in part due to digital tracking systems adopted by the Ukrainian government. At the same time, aid organizations appear to follow vastly different protocols when they encounter corruption, and many are reluctant to report it through official channels. The findings outlined in this new risk assessment report and issue brief can help identify areas for collective action and inform global standards, in addition to yielding recommendations for donors.
