Oksana Oliinykova is the Country Director for the Center for International Private Enterprise (CIPE) office in Ukraine. She joined CIPE in 2014 as the Program Officer for a USAID funded “Supporting Urgent Reforms for Better Ukraine’s Business Environment (SURE)” Program, implemented by CIPE from 2014-2016. In her current role, she is focused on strengthening the governance of regional coalitions of business associations and chambers of commerce in Ukraine, as well as the implementation of democratic reforms through public information and advocacy campaigns, business climate improvement, and engagement of businesses with the decision-making processes at all policy levels.
Oksana has more than 20 years’ experience contributing to the implementation of international technical assistance projects and has a diverse background of working with the Government of Ukraine at national and local levels assisting in developing the EU integration co-ordination mechanism, facilitating trade of goods and services in line with WTO requirements and regulatory reform implementation aimed at establishing of favorable legal and business environment for SMEs. She started her career as a civil servant at the State Committee of Ukraine for Regulatory Policy and Entrepreneurship Development and in the financial sector, working for the State Export-Import Bank of Ukraine.
She holds a Masters in English Philology and a Certificate in Small Business Planning and Promotion from the National Institute for Entrepreneurship and Small Business Development (NIESBUD), NCT of Delhi, India.
